Answer:

You can open a stable immediately after joining, if you wish. To do so, you will need to first purchase your facilities. Then, you must create a website and submit it using the 'Create An Establishment' link in the 'My Account' section of the site. If your stable is approved, it will be added to the BITS website. If not, you will be contacted with a list of problems to fix, and will be asked to resubmit.
